Update data fusion instance version in tests

Cloud Data Fusion version 6.9 is no longer supported, according to https://cloud.google.com/data-fusion/docs/release-notes#March_31_2025. Updated version to 6.10 which is the latest publicly available version.

Also removed TestAccDataFusionInstanceVersion_dataFusionInstanceUpdate. This test is currently skipped, and version update should be covered in TestAccDataFusionInstance_update already.
