Add support for container_spec to google_vertex_ai_reasoning_engine

Test logs in gpaste/5153298144428032. This works, and can be automated, but requires a deployed Docker image in Artifact Registry. Gonna get that set up somehow, not entirely decided how; hashicorp/terraform-provider-google#26812 to do that.
