fix(license): move LICENSE-NOTICE.md to docs/LICENSING.md

GitHub's licensee flags LICENSE-NOTICE.md as unknown because (1) its name starts with LICENSE so it's scanned, (2) partial AGPL preamble doesn't match any SPDX template. Moves dual-license notice to docs/LICENSING.md and strips the duplicated AGPL preamble (it's already in LICENSE). Main license detection for repo stays AGPL-3.0.
