Enable documentation annotation processors

Description

This PR enables two annotation processors originating in our JadConfig library:

• Feature/parameter types validator/processor JadConfig#150
• Annotation processor for documentation enforcing JadConfig#151

Motivation and Context

Compile time checks for type matching in configuration classes and enforcing documentation of every configuration field.

How Has This Been Tested?

Manually.
