Discussion - Adding PRG flow

PR #1863 once merged, adds Sessions to allReady. This enables us to support the use of TempData for Post-Redirect-Get pattern in allReady - see https://andrewlock.net/post-redirect-get-using-tempdata-in-asp-net-core/

@mgmccarthy and @MisterJames - Any preferences where to start with this. I have assessed this as a vNext milestone.

@stevejgordon has anyone tested the session implementation yet? I'd smoke test that, then we can use the TempData implementation in Andrew's blog to get us started

@stevejgordon it looks like asp.net core mvc supports a cookie-based TempData provider. Since I believe running Session also relies on a cookie, this could be the simplistic way to start with TempData.

@mgmccarthy Unfortunately that requires 1.1 which we decided not to take at this time. However, I assumed TempData could be used in the session mode now we have that enabled.

I used TempData as part of #1948 to implement the PRG flow for the registration page. I can confirm it is working as I expected.
