New galil driver: set/use not working

If i use the new galil driver and:

1. go into set mode
2. type a number in user position
3. go into use mode
4. home a motor

with offset in frozen mode the offset is reset back to 0. interestingly setting the offset directly instead of doing the above works fine.

acceptance criteria

• set/use works as before and offset is not lost on a home
• system test added for this if it's straightforward with a simulated galil
