Prompt user for VCS type

Description

We could prompt the user about where the repo is stored so that the project can generate basic issue/PR templates that work for whatever VCS that is used (e.g. GitHub, GitLab, ADO, etc)

Implementation

• Provide a CLI question/answer option that generates a .<vcs> folder with issue and PR templates for that site
