Summary

Update of documentation and site configs for 1.7.0 release candidate 1 installation on Discover, Hercules, Narwhal, NOAA ParallelWorks Gcloud (JCSDA).

Also update project_charter.md with new environment names.

Testing

These installations haven't been tested yet. This is going to happen in the next days / the next week before we finalize the release code.
