Add the ability to "truly" delete comments and reviews

At the moment, moderators and administrators can delete comments and reviews - however they still persist in the database, just marked as deleted by a moderator. There should be the ability to "truly delete" comments, as in remove them from the database completely.

Idk, having a deleted log seems like a good thing.
