This PR adds
docs/proof-pack/ROADMAP_v0.2.md.It captures the current Proof Pack v0.1 boundary and records candidate v0.2 proof-surface targets following adversarial inspection.
The roadmap explicitly states what v0.1 proves, what it does not prove, and keeps v0.2 targets bounded as candidate work until implemented, tested, and reviewed.
No production-readiness, certification, adoption, or universal runtime-governance claim is made.
