release: promote VoCoType-linux V5 to v5.0.0 stable

Promote the fully tested V5 beta line to the first stable V5 release.

After this PR lands on master, the one-shot publisher dispatches the existing Build release assets workflow for v5.0.0. It publishes only after all release-specific package and asset checks pass, promotes the resulting stable release to Latest, verifies the exact 11 downloadable assets, and removes the one-shot workflow from master.
