I think I fixed all of the links, let me know if I missed any! For the "Access" link, I just went ahead and linked the Access folder. "access.html" I think was what was originally there? Unless you think it'd be better for me to link the "accessing_external_data" file or one of those specifically @jjfrench |

Stac API link was previously updated for this ticket, but I also found other links that were broken, so this is a new PR to fix them.
First or second commit will be testing links as they're linked like "Searching STAC Documentation <search/searching_the_stac_catalog.ipynb>", so I'm adjusting layers to see what works.
