Bump all the meshes to E3SM v3, revision 1

This is in anticipation of having "official" versions of these meshes soon.

Testing

While I didn't test all the meshes, I ran the qu240_for_e3ms suite. The resulting initial-condition file is mpaso.QU240E3r1.20230421.nc (as expected) and the metadata also looks as expected:
