layouts: don't include files that are missing

Current: Even if a layout is missing a standard file e.g., styles.css, a link to the file is inserted into every page, resulting in the browser reporting 'missing file'. See screenshot (results of a tool checking for broken links)

Suggestion: don't insert a link to such files if the file is missing.
