[Improvement] Add "NOT" switch to Filter->tags

Problem: in case of many tags, there is no solution currently to exclude some tags from "All"

Possible solution.
Add single switch, that would allow to filter all tags except for selected.

NOT (Not [A AND B AND C] / Not [A OR B OR C] )

This is a very good idea. I'm thinking of either adding it like you are mentioning in a switch format, but mabye I can also do a dropdown format with and/or/not combined. I will have to see what is possible.

@vladislav1q I attached a version that does what I described above. Can you confirm that this matches what you were expecting?

You can see the tags per run in the tables page to verify that the usage does what you expect.
