If there is no regexp and the package has no devel attribute, then the precheck should succeed anyway.

OBS has a devel project flag that can be set on packages. If it is set; use it as an indication of where the promotion should come from.
The regex could be a field as well and the parameter overrides the field. that way participants could be added to the precheck list.

Later it will be thought what approach really to be taken when configuration is in obs.
