Propagates a minor auth-related API (getCustomerServiceToken) across many controllers via dependency bumps; risk is moderate because token exchange touches authentication, though the PR itself is mostly release metadata.

Overview
Monorepo release 1114.0.0 ships @metamask/profile-sync-controller 28.3.0 and rolls that dependency through the workspace.

The release documents AuthenticationController.getCustomerServiceToken (and the matching messenger action), which exchanges the OIDC access token for a short-lived customer-service audience token via POST /api/v2/customer-service/token.

This PR updates profile-sync-controller to 28.3.0, bumps the root monorepo version, and changes @metamask/profile-sync-controller from ^28.2.0 to ^28.3.0 in dependent packages (account-tree, assets, bridge, claims, config-registry, core-backend, notification-services, perps, profile-metrics, ramps, smart-transactions, social, subscription, etc.), with matching CHANGELOG entries and yarn.lock updates. No application logic changes appear in the diff beyond versioning and dependency alignment.
