Overview
Reverts Release/1115.0.0 (#9464) so the monorepo and published package versions match the pre-release state again.

The root monorepo version goes from 1115.0.0 back to 1114.0.0. @metamask/accounts-controller is rolled back from 39.0.5 to 39.0.4, and @metamask/multichain-account-service from 12.1.0 to 12.0.0. Changelogs drop the 39.0.5 / 12.1.0 sections and the related “bump” lines that #9464 added across many packages; dependents’ package.json and yarn.lock pin ^39.0.4 and ^12.0.0 again instead of the newer ranges.

There is no application or controller source change in this diff—only versioning, changelog, and lockfile alignment. The PR description notes a follow-up to treat multichain-account-service changes as a breaking release separately.
