Overview
Monorepo release 1174.0.0 cuts @metamask/transaction-controller@69.5.0 and propagates ^69.5.0 across dependent packages (wallet, bridge, pay, assets, phishing, etc.), with matching Unreleased changelog entries and yarn.lock updates.

The 69.5.0 release (documented in the transaction-controller changelog, not new code in this diff) adds optional authorizationList on TransactionBatchRequest for pre-signed EIP-7702 authorizations, fixes batch signing/nonce handling for foreign authorizations, and changes gas-fee behavior when feature flags replace underpriced dapp or saved fees with wallet medium estimates.

transaction-pay-controller is included in the release notes for wiring quote authorizationList through addTransactionBatch on the multi-step Relay path; this PR only bumps its dependency unless a separate version line appears elsewhere in the release tooling.
