Get rid of false negative AppVeyor CI builds

Somehow AppVeyor remains linked to changes in this repository but is unable to build due to lack of something linked with MSBuild. In result it throws misleading CI failures at commit statuses.

@Michael-F-Bryan I believe you originally set that up and your owner permissions may be required to get rid of hooks.
