Add an evolving fleet chart: average speed over ground by ship type#38

Tag each vessel with its AIS ship type in the loader, add a timeseries endpoint that returns the fleet's average speed over ground per ship type over uniform time buckets (MEOS instant-sampling, exact at the sampled instants), and draw it under the animated map as a multi-series chart whose curves fill to the current time as the temporal controller sweeps — the animated counterpart of a static per-category chart.
