Prepends a top-of-file archive banner to pg_mfserv's README that: - Marks the repository as archived and no longer maintained. - Points readers to the active successor MobilityDB/MobilityAPI. - Credits the founding-phase contributors (Maxime Schoemans initial author, Victor Morabito main developer), ULB-affiliated. - Frames the repository as preserved for historical reference and scholarly attribution rather than active use. Existing README content is preserved unchanged below the banner; only the banner is prepended. This is the symmetric companion to MobilityDB/MobilityAPI's lineage-credits PR (where the README, AUTHORS, and CITATION.cff all credit pg_mfserv as the predecessor).
