Validate endpoint, GBFS version 1.0 feeds return status 500

Validating GBFS feeds that are version 1.0 with the /validate endpoint always return a status of 500

Note: feeds version 1.1 work

Nice catch. The validator lib supports this, but the loader used by api and cli doesn't. I have a PR incoming to fix it.

Actually, https://www.mibicitubici.gob.ar/opendata/gbfs.json is not valid gbfs (missing language key), and https://hamilton.socialbicycles.com/opendata/gbfs.json is not possible to load.

In the first instance, we should simply validate the gbfs.json file itself, rather than crash. But The second case I don't think we can do much about.
