Central: Create clickable links in the list of current benefits on the website.

In the current benefits list for all instances of MFB, make the program names clickable to be more helpful for users.

As an example, we mean this page, which shows all the possible benefits they may qualify for: https://screener.myfriendben.org/nc/current-benefits

Link should use the ~~~~\~\~\\\~\\\~ApplyButton Link\\\~\\\~\~\~~~~~ which is managed in the admin UI for each benefit program.~~

Update: I should have caught this sooner but let's use the learn_more_link instead. This probably means that there are several empty values in the database. Are you able to use AI to find the missing values?

@kbottagaro, I was hoping to clarify, where are you thinking the benefits should link to? Would it be the benefit "More Info" page but without estimated value somehow? Or an external link?
