feat: DTOSS-12017 Testing ServiceNow integration

Description

Testing ServiceNow integration to allow new Add form changes to be tested.

This PR should only be merged if we decide to permanently switch the Dev environment back to be fully integrated with ServiceNow instead of the Mocked service being used.

While there is no code drift, the branch associated with this pipeline can be used to reapply the servicenow-message-handler environment variable config in the Dev environment.
