Description
The current changelog at %7B%7Bcookiecutter.project_slug%7D%7D/CHANGELOG.rst does not explain how to fill. It is explain in guide via project_setup.md, but that is to well hidden. I would like to suggest to add following to the CHANGELOG
The format is based on [Keep a Changelog](https://keepachangelog.com/en/1.0.0/)
So it's easier to find how CHANGELOG can be formatted in a consistent way.
