.github/next_steps/*md still contain template instead of values

For example running cookiecutter generates project where.github/next_steps/01_sonarcloud_integration.md still has {{cookiecutter.github_organization}}_{{cookiecutter.project_name}}

When I use verbose mode I see

DEBUG cookiecutter.generate: Copying dir .github/next_steps to /tmp/w/justatest/.github/next_steps without rendering
DEBUG cookiecutter.generate: Copying dir .github/workflows to /tmp/w/justatest/.github/workflows without rendering
