Adapts Blocks concept to NEM technology.

Differences with Symbol:

Block time: 60 seconds on NEM vs 30 seconds on Symbol.
Transaction integrity: No merkle trees nor state hashes stored in NEM.
Receipts: Not supported on NEM.
