we need this to migrate tax groups in a way the pre-v13 behavior is preserved.
An example of an incorrectly migrated tax is https://github.com/OCA/OCB/blob/12.0/addons/l10n_nl/data/account_tax_template.xml#L791 - without this patch, the migration doesn't assign the
tag_nl_16tag to the child taxes' base repartition line, and this causes missing lines for the Dutch tax report.
