SARIF output format is only supported in CppCheck versions 2.16.0 and later.
Prebuilt version of CppCheck does not meet the requirement (>=2.16.0)

CppCheck supports SARIF output format starting from version 2.16.0.
This PR prepares the rewrite of all SAST tools parsers to be based on the SARIF report when available.
