[Java][Spring] Don't generate constructors if already there (with lombok)

Description

After this change #14822 now when adding

<additionalModelTypeAnnotations>
   @lombok.NoArgsConstructor <or>
   @lombok.ReqArgsConstructor <or>
   @lombok.AllArgsConstructor
</additionalModelTypeAnnotations> 

compilation might be broken due to an error like the constructor is already defined.

@Kilrath on top of that PR there was one more PR #14934. I've faced with similar behavior therefore I've added new configOption generatedConstructorWithRequiredArgs. Set this option to false and this should fix this behaviour

Ok, it works if you set this parameter into <configOption> (and not into parent element <configuration> as I do )!
