[rust-server] Add rust-server to travis CI#308

CircleCI is currently broken on master, so that failure is expected. Travis seems happy, though, so this seems to be working. |

CI failure can be ignored. I was able to break the Rust code to correctly trigger a failure: https://travis-ci.org/OpenAPITools/openapi-generator/builds/391806761 I'll merge it after the Shippable test completes |

Now that rust-server produces working code once again, this PR adds it to the main travis CI.
