Moderator cannot see dispute resolution.

Brief Description: After closing a dispute a moderator can not see the message they sent with the dispute resolution.

Operating System (OS and version): Windows Server 2012 R2 Build 9600
OpenBazaar version (shown on About OpenBazaar page in menu): 1.0.6
Hardware: Dell R320

Reproducible (Always / Almost Always / Sometimes / Rarely / Couldn't Reproduce): Always

Steps to reproduce:

1. Purchase a listing
2. Open a dispute
3. Close the dispute

Observed Behavior:
After closing the dispute the moderator can not see the message they sent with the resolution, but both the buyer and seller can.

Expected Behavior:
All three parties should be able to see the dispute resolution.

This has not been fixed. The primary issue is the server issue, it was just reported on the client first.
