Enable/disable inferences rules in settings

## Problem to Solve

Inferences rules are currently built-in in OpenCTI and cannot be disabled.

## Current Workaround

None.

## Proposed Solution

Users must be able to disable or enable inference rules. Add new rules (and delete them) will be in a future feature request.
