Disabled workflows can not be activated on entities

Description

In the Settings > customization > entity types when you view an entity that has a disabled workflow you can not edit that workflow to enable it.

The edit pencil is missing for the workflow.

Reproducible Steps

1. view an entity that has a disabled workflow e.g.

2. Enter the entity view and note that the edit option is missing.

Alternatively

If you view an entity with an active workflow, delete all the workflow elements via the update button. Note that the edit button is no longer visible.

Expected Output

Edit button remains for all entities that can be part of a workflow.

Actual Output

edit button is missing from the UI
