Executes Max's rename order (2026-08-07). Repo is already PolicyEngine/microcosm (redirects live); this PR renames the code.

  • Import namespace populace.*microcosm.* (PEP-420); dists microcosm-frame/-fit/-calibrate/-data/-build, workspace microcosm-workspace; entry points microcosm-publish-release, microcosm-export-us-l0-refit-h5.
  • Prose/docs/links → Microcosm + microcosm.institute (incl. trace-namespace default for NEW traces).
  • uv.lock regenerated.

Frozen v1 surfaces (deliberately unchanged):

  • HF dataset repo ids (policyengine/populace-us[-staging], populace-uk-private, populace-be-*, test doubles) and every artifact filename / release-build id (populace_us_2024*, populace-uk-2023-*, base_populace_us_*, populace_uk_*_rowwise*, populace_be_{year}.h5).
  • POPULACE_* env/caps tokens (several map to CI secrets/keychain items).
  • Recorded fixtures, golden files, .trace.tro.jsonld provenance.
  • Contract + live-pointer checks are now legacy-aware (accept populace-data package name and populace-* release-id prefixes on recorded/live releases).
  • UK/US release-input-coverage manifests regenerated via their own tools (source-stage spec shas moved with the sweep, as the drift-detector intends).

Local: full suite green (final re-run in flight, will comment), ruff clean.

DRAFT — sequencing: #631 + #632 have MERGED; remaining gate is the #620/#621 landing chain. Will be regenerated from fresh origin/main once those land (sweep is fully scripted).

Naming collision RESOLVED: the build-trace tool merged as Logbook (#632 retitled) — Chronicle names the fact store uncontested.

Final full local suite on this branch: pytest exit 0, ruff clean (the 3 remaining failure classes — BE golden spec bytes, UK coverage-manifest sha drift, live-pointer prefix — plus the earlier template/contract classes are all resolved as described in the PR body; recorded surfaces restored or regenerated via their own tools, checks made legacy-aware). Note: pytest's closing summary line didn't flush into the log capture, but the exit code is authoritative; the branch will be regenerated from fresh origin/main before landing anyway (post #620/#621), and that push runs repo CI as the final gate.

populace.dev -> microcosm.institute in copy and trace defaults.

Frozen v1 surfaces (deliberately unchanged): HF dataset repo ids
(policyengine/populace-*), artifact filenames and release/build id prefixes,
POPULACE_* env tokens, populace_us_trade.* fact keys, Logbook data,
recorded fixtures/goldens/traces, and every on-disk format identifier:
the _populace_frame_checkpoint HDF5 root, artifact_kind values, recorded
H5 attrs (populace_geography_ladder_*, populace_mass_log_json, ...),
the ASEC _populace_household_weight column, and the identity-hashed
take-up contract (byte-exact; populace_treatment field kept). The #631
origin-main byte-exact goldens pass unchanged — renamed code reads and
writes existing artifacts identically.

Contract and live-pointer checks are legacy-aware (populace-data package
name, populace-* release-id prefixes). UK/US release-input-coverage
manifests regenerated via their tools.

The #638 rename (populace -> microcosm) and the source-spine-blindness
module registry both landed on main after this branch's review fix batch:

- imports and cross-references swept populace.* -> microcosm.* (the rebase's
  rename detection had already transplanted the files into
  packages/microcosm-build/).
- The five SLD modules are classified as reviewed non-registry modules:
  the layer is downstream per-district reweighting over the packaged
  artifact and consumes exported geography columns only, never
  source-spine provenance.
- The district compile's sort uses precomputed scalar order columns and a
  named group-key helper — the blindness guard requires statically
  resolvable selectors, and the previous lambda tuple-subscript failed
  closed.
