remove circular dependency `SpaDES.config`

Since SpaDES.config is not supported, and that package currently depends on this one, please remove the dependency.

This circular dependency breaks reverse dependency checks for SpaDES.project; the workaround is to skip this package, but I'd prefer to not have to do that.
