Ban and Entry list doesnt work

The SUI windows for the 2 functions are implemented. To connect functionality to it, someone would have to come up with a smart system to exclude the banned players from the observer system (if that is what controls opening the doors), so the doors won't even open when they are near. Frankly i don't know exactly how to achieve that. Then most likely also Simulationservice would have to adapted, so these players don't become children of the house in question.

players should get removed and not be able to enter the cells inside the building.
as soon as you put someone onto that list ... they got warped to in front of the door

May want to send that packet whenever a player comes within a certain radius of the building.

The command to add someone to a permission list doesnt work.

• declaring residence doesnt bind you to a location or set your home
• you can declare unlimited times. you were only able to declare 1x every 24 hours + it wouldnt work on same house ("you already declared your residence here" or something like that)
