Fix incorrect character in section header of README_JA.md.

  • Documentation:
    • Fix incorrect character in section header from # ��️ なぜ PySpur なのか? to # 🕸️ なぜ PySpur なのか? in README_JA.md.
    • Ensure consistent use of emoji in section headers.
