LGTM! I think you can merge this.

Some jobs failed because of issues while fetching from data.kitware.com, but the wheel was produced correctly for cp39.

When this is merged, we need to rebase #492 on it, in order to build the CudaCommon dependency in the windows-cuda-python-packages step.
