Incorrect link in release announcement

Really this should be for RedhawkSDR/Documentation but that project doesn't have issues enabled. Since the broken links point to this project, it seemed like a reasonable substitute 😄

The release notes at http://redhawksdr.github.io/Documentation/ refer to https://github.com/RedhawkSDR/core-framework/tree/develop-2.1.2/docs/*, but I think it was meant to be https://github.com/RedhawkSDR/core-framework/blob/2.1.2/docs/shared-memory/*
