Adds RiskLabAI.core (registry + interfaces; see EXTENDING.md); single-sources labeling helpers + cov2corr; print()->logging with NullHandler; pde lazy-import guard; removes dead modules; vectorizes 3 O(n^2) hot paths. All non-breaking. 216 passed locally. See CHANGELOG.
