I needed to edit the icons SVG on another PR and found that it had bad structure. Formatting was inconsistent and closing tags for symbol groups were in the wrong place - the result is that some symbols were nested inside others. I couldn't work with it in that shape so I cleaned it up and am committing here to not conflate the purpose of the other PR.
