Issue #19: Enterprise tooling foundation (schema + API contracts)

Implements a concrete first milestone for issue #19 (Enterprise Tooling):

• Added enterprise governance schema (org/admin/policy/audit/webhook/usage)
• Added admin API contract for dashboard, audit, policy, webhook, and usage lanes
• Added phased rollout plan with auditable success criteria

This is designed as a mergeable base for incremental backend + UI implementation.
