Can create entities (project, insight) without providing a description

Even though the "Create New..." button is greyed out when a description field hasn't been filled out, the user is still able to create the entity using the greyed out button.

Do we want to change the behavior so that the button isn't greyed out even without a description (since that's an editable field)? Or do we want to make sure a description is provided the first go-around and have the button be disabled without it?

I'm in favor of having the description required, even if it's a short one sentence that the users provide.
