Adds the new NPM compatible SPS Frontend Library

Purpose: The aim of this merge is to provide users with an NPM compatible version of the SPS Frontend Library which can be used in conjunction with the SPS Frontend TypeScript example. Once Merged in this pull request will move the library out of the root and into the library directory.

How to use Library Only:

1. run the following command from the ./library directory: npm install
2. from the same directory run the following command npm run build
   This will install the Epic Game Pixel Streaming Frontend dependencies and build the index.js file into the dist directory
