Promote v0.5.14 release preflight fix

Purpose

Promote the exact two-file release-preflight repair already merged and fully green on main through the protected release pointer.

Exact scope

• current release/stable candidate remains otherwise unchanged
• release preflight fetches the protected Synara tag set through a push-disabled remote before migration validation
• release smoke prevents future command or ordering drift
• final branch tree equals current main exactly

• merged main cffe72c
• disposable runner reproduction: 8 tags before fetch, 79 after, push URL DISABLED
• local release smoke, formatting, immutable-workflow check, 79-tag migration check, and diff check passed
• PR Fix release preflight tag visibility #157 hosted full tests, stable browser, Linux geometry, desktop build/preload, platform previews, Windows process regression, and release smoke all passed

No tag, GitHub Release, package, updater feed, or public artifact is published by this PR.

Superseded by #158, which promoted the same exact two-file tree after all required checks passed. origin/release/stable at 670f0fd is byte-for-byte identical to origin/main and to this PR head tree, so merging #159 would only duplicate the promotion.
