ZJIT: Compile exception handlers

We haven't supported compiling JIT code for entries on jit_exec_exception() yet.

YJIT does ruby#8171, and ZJIT just emits a runtime counter for the compile error ruby#14428 at the moment.

re: @XrXr said this week or last week that he looked into it and realized we don't hit it that often, but I think it depends on what benchmark you're looking at.

It's a fairly frequent exit reason on the liquid-render benchmark:

which will likely be the bottleneck for the benchmark once we land the recompile of guard_shape_failure and guard_type_failure.
