release a new version of cso

After the new upgrade to go 1.21 and CAPI 1.6.0 create a new release of CSO.

We also have a lot of vulnerabilities in the image so we should cut a new version of CSO after the PRs are merged.

We have already upgraded to CAPI 1.6.0 and now we are upgrading to CAPI 1.7.2 via this PR (#171 )

Once the PR is merged, we can consider cutting a new release again.
For now, given this is done, I'll close this.
