bump to go 1.22

As of now few dependencies during development can only be consumed if we are using go 1.22

this issue tracks updating to go 1.22 version in this repo.

cluster API 1.7.x is using 1.21.x go version and given we want to be in sync with upstream let's do it after 1.8.x version of CAPI is released which will be in August.
